The Office of Motor Vehicles controls final title issuance. Rouge does not issue titles, plates, or registrations, but can prepare and notarize the documents that OMV requires or accepts for many common transactions.

Vehicle transactions move faster when the ownership record and transfer details are available at the appointment.
Bring the original title if available and avoid signing it in advance unless instructed.
Have the VIN, year, make, model, mileage, and current registration information.
Know exactly who is transferring and who is receiving the vehicle, with current identification.
Bring lien releases, death certificates, wills, or heirship records when they apply.

Yes. Louisiana OMV publishes an Act of Donation of a Movable form for vehicle donations, and the transfer still must be completed through OMV.
Louisiana law and OMV provide a vehicle heirship procedure. The required paperwork can include proof of death, title information, will information if any, and affidavits from persons with ownership interests.
